Description / Scope of Work
The Elite Police Training Centre (EPTC), Nowshera, in Khyber Pakhtunkhwa province, invites qualified applicants to participate in a pre-qualification and open framework agreement procurement process for the supply of goods. This is a two-stage framework procurement conducted under National Competitive Bidding rules. The framework agreement will establish a standing offer for the supply of specified goods over a defined term, with actual procurement to be conducted through secondary mini-competitions on a weekly, fortnightly or monthly basis as needs arise. This procurement document (Part I) covers Stage 1 (Pre-Qualification) and Stage 2 (Framework Agreement establishment); Stage 3 (Secondary Procurement Mini-Competition) and Stage 4 (Call-off Contract Award) are detailed in the companion volume Part II.
Applicants must meet specified pass-fail qualification criteria and technical scoring requirements as detailed in Section III of the document. Eligible applicants will be assessed on their experience, capacity, financial standing, and technical capability to supply the required goods. Only pre-qualified applicants will proceed to sign the framework agreement with EPTC. Applications for pre-qualification must be submitted in accordance with the instructions and forms provided in Sections I and IV of this document.
