Description / Scope of Work

The Elite Police Training Centre (EPTC), Nowshera, in Khyber Pakhtunkhwa province, invites qualified applicants to participate in a pre-qualification and open framework agreement procurement process for the supply of goods. This is a two-stage framework procurement conducted under National Competitive Bidding rules. The framework agreement will establish a standing offer for the supply of specified goods over a defined term, with actual procurement to be conducted through secondary mini-competitions on a weekly, fortnightly or monthly basis as needs arise. This procurement document (Part I) covers Stage 1 (Pre-Qualification) and Stage 2 (Framework Agreement establishment); Stage 3 (Secondary Procurement Mini-Competition) and Stage 4 (Call-off Contract Award) are detailed in the companion volume Part II.

Applicants must meet specified pass-fail qualification criteria and technical scoring requirements as detailed in Section III of the document. Eligible applicants will be assessed on their experience, capacity, financial standing, and technical capability to supply the required goods. Only pre-qualified applicants will proceed to sign the framework agreement with EPTC. The framework agreement itself serves as a binding standing offer, with actual call-off orders to be awarded through competitive mini-competitions among framework suppliers.

Applications for pre-qualification must be submitted in accordance with the instructions and forms provided in Sections I and IV of this document. Applicants should carefully review the Prequalification Data Sheet (Section II) and all qualification criteria before preparing and submitting their applications. The evaluation process, submission procedures, and all administrative requirements are set out in detail in the accompanying sections and application forms.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

This is a framework agreement procurement, not a one-time contract—EPTC will conduct mini-competitions among pre-qualified suppliers whenever goods are needed (weekly, fortnightly, monthly basis).

Bidders must pass mandatory qualification gates in Stage 1 before entering the framework. The actual volume and value of orders are not specified in this Part I document; those details emerge during call-off in Stage 3. This is suitable for established goods suppliers with financial stability and relevant supply experience, as qualification will likely emphasize track record and production capacity.

Who can bid: Eligibility criteria are set out in Section III Part A of the document. The notice does not specify PEC registration, NTN, or SECP requirements directly in this extract; however, applicants typically must be registered with the relevant tax and trade authorities in Pakistan, hold valid business registration, and provide evidence of prior experience supplying goods of the type required.
