Description / Scope of Work
Water and Sanitation Services Peshawar (WSSP), established under Section 42 of the Companies Ordinance 1984, invites sealed e-bids for hiring skilled and unskilled manpower to support solid waste and wastewater management operations across five operational zones (A, B, C, D, and E) in Peshawar, Khyber Pakhtunkhwa. The contract operates on a salary reimbursement model, and WSSP seeks well-reputed labor-providing firms and human resources companies with proven experience in workforce supply and management. Five separate packages are available, each covering manpower requirements for a designated zone within Peshawar's municipal boundaries.
Eligible bidders must be registered with government tax authorities and maintain active status on the ATL for all applicable taxes, including KPRA registration (required before contract award if not already registered). Bidders must hold active NTN registration with FBR and submit a two percent (2%) Bid Security (CDR) in the name of WSSP Contractor Securities at Bank of Khyber, Phase-II Hayatabad. Additionally, a non-refundable bid fee of PKR 3,000 must be deposited immediately after newspaper publication into the designated WSSP bank account. Subcontracting or subletting of services is strictly prohibited, and violation will result in immediate contract cancellation, forfeiture of bid security, and referral to PEC for blacklisting or debarment.
Bidders must register on the EPADS platform (https://kp.eprocure.gov.pk) before submission. E-bids must be uploaded through EPADS on or before 16th September 2026 at 11:00 am; technical bids will be opened at 11:30 am the same day. Physical submission of the 2% CDR and bid fee deposit slip is required to the WSSP office at Local Government Complex, Khyber Pakhtunkhwa, Plot #33, Street No. 13, Sector E-8, Phase-VII, Hayatabad, Peshawar. A pre-bid meeting is scheduled for 8th September 2026 at 3:00 pm at the WSSP Conference room.
