Description / Scope of Work
The Ministry of National Health Services, Regulations and Coordination (M/o NHSR&C) invites sealed proposals from reputable, qualified and experienced consulting or audit firms for conducting a third-party performance audit of Shaikh Zayed Hospital (SZH) in Lahore. This is a specialized professional services contract requiring independent evaluation of the hospital's operational, financial and administrative performance. The assignment is located in Lahore, Punjab province, and proposals will be evaluated under the Single Stage – Two Envelope Procedure as per Rule 36(b) of the Public Procurement Rules 2004. Eligible bidders must be reputable, qualified and experienced consulting or audit firms capable of delivering comprehensive performance audit services to a major healthcare institution. Bidders must submit a Bid Security of Rs. 500,000 (Rupees Five Hundred Thousand Only) in the form of a CDR from any scheduled bank of Pakistan, payable to the Drawing & Disbursing Officer at M/o NHSR&C. Late, incomplete or conditional bids will not be entertained. Bidders are responsible for completing their own registration on the PPRA e-Pak Acquisition & Disposal System (EPADS) and ensuring successful upload and submission of all required documents before the deadline.
Technical and Financial Proposals must be submitted separately through EPADS on or before 21 September 2026 at 11:00 hours. The Technical Proposal shall contain all prescribed forms, eligibility documents, supporting evidence, methodology, work plan, Key Experts' CVs, authorizations and other documents as required under this RFP. Technical Proposals will be opened on the same day at 11:30 hours in the presence of Bidders' representatives at the office of the Section Officer (H-IV), Ministry of National Health Services, Regulations and Coordination, 3rd Floor, Kohsar Block, Pak Secretariat, Islamabad.
