Description / Scope of Work
The Office of Garrison Engineer (Army) at Defence Complex Islamabad invites sealed tenders for miscellaneous repair, renovation, distemper, paint and construction works at various locations under three separate contracts. Three work packages are offered: B&R-I Sub Division covering miscellaneous repairs and decoration works, B&R-II Sub Division covering similar repairs and decoration services, and E&M Sub Division covering internal and external electrical, water supply and Sui Gas works. Each contract package is valued up to Rs 3.000 million. The tender is issued in accordance with PPRA Rule 13 (1) of 2004. These are term contracts for Building and Repair Artificer and periodical services covering multiple locations within the Defence Complex Islamabad, Federal territory.
Contractors must be registered with Pakistan Engineering Council (PEC) and provide a certificate confirming they are not involved in any litigation with Government Departments and have no outstanding special reports from the Directorate of Inspection and Evaluation. Firms not on the approved MES list may apply by depositing 2 percent earnest money of estimated cost and furnishing details of works executed during the last two years along with departmental performance reports from the Divisional Engineer. Contractors on the approved MES list in Categories A, B, C, D and E with relevant experience are preferred and should only apply. All applications must include complete credentials and be scrutinized for sufficient experience and special qualifications.
Applications for tender document issuance must be submitted with complete credentials to the office of the Accepting Officer. Tender documents will be issued only to scrutinized contractors meeting experience and qualification requirements. Sealed tenders must be received by 1130 hours on 21 September 2026, with opening scheduled for 1200 hours the same day. The Accepting Officer reserves the right to accept or reject any tender as per PPRA Rules Para 33 (i).
