Description / Scope of Work
The Inter Boards Coordination Commission (IBCC), a federal government organization based in Islamabad, invites sealed tenders from reputable IT and software development firms for the procurement and development of the IBCC National Ecosystem. This is a significant digital infrastructure initiative under the Single Stage–Two Envelopes bidding procedure in accordance with applicable PPRA Rules. The tender notice indicates a complex technology project requiring specialized expertise in software development and system integration to support IBCC's coordination functions across Pakistan's education boards.
Eligible bidders must be registered with the Pakistan Software Export Board (PSEB), possess valid NTN/GST registration, and appear on the Active Taxpayers List (ATL) maintained by the Federal Board of Revenue. Each bid submission must include a Bid Security of PKR 1,000,000 in the form of a Call Deposit Receipt, Bank Draft, or Bank Guarantee issued by a scheduled bank, to be submitted together with the Technical Proposal. These requirements ensure that only financially sound and tax-compliant firms participate in the bidding process.
Detailed tender documents containing specifications, terms, conditions, and quantities are available from the office of the Director (Admin) at IBCC, Plot 25, Street 38, I & T Center, G-10/4, Islamabad, prior to the closing date of October 5, 2026, upon payment of a non-refundable tender fee of PKR 20,000. IBCC reserves the right to accept or reject any or all bids in accordance with PPRA Rules. All bidders must ensure strict compliance with PPRA Rules as amended from time to time throughout the bidding process.
