Description / Scope of Work
Pakistan Railways, a federal government department committed to providing competitive, safe, reliable, and market-oriented transport services, invites sealed bids from eligible bidders for procurement of miscellaneous goods as described in the bidding documents on ePADS v2.0. The procurement is being conducted in Punjab province to meet the organization's operational and maintenance requirements. Bids will be evaluated using the Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules 2004 and applicable regulations. Bidders must be registered with the Income Tax and Sales Tax Departments and included on the Active Taxpayers List of the Federal Board of Revenue for the supply of goods against the issued tenders.
Eligible bidders must be original manufacturers, authorized distributors, suppliers or contractors registered with relevant tax authorities and listed as active taxpayers. A bid security amount as specified in the bidding documents must accompany each bid, submitted in the form of a pay order, call at deposit, bank guarantee or all bids as per requirements. All bids must be accompanied by a bid security declaration in the format prescribed in the bidding documents. E-bidding documents containing detailed items, conditions, specifications and requirements are available on the Pakistan Acquisition and Disposal System (ePADS) at https://epads.gov.pk/opportunities/federal/procurements. Bidders registered on ePADS v2.0 are required to participate in the bidding process; the e-bids must be submitted through ePADS v2.0 on or before the closing date.
E-bids will be opened using ePADS v2.0 on the same day as the closing date. Manual submission of bids shall not be entertained. Bidders who have not yet registered on the new ePADS v2.0 should do so at https://vendors.epads.gov.pk. Under Public Procurement Rules 2004, the Grievance Redressal Committee (GRC) is notified for subject procurement and notification copies are available on the procuring agency's website and Authority's portal at www.pzra.org.pk.
