Lahore Development Authority, UD Wing, invites tenders for shifting of machinery and equipment from Chuburgi Garden Park to Sabzazar, beside the truck stand, Babu Sabu Interchange, Lahore. The estimated cost of the work is PKR 33,400,306 with bid security of PKR 1,670,015. This is a single-stage two-envelope procurement via the Punjab e-Procurement System, open to Engineering Firms and Contractors registered on the e-Procurement portal with valid PEC license in categories C-5 and above. The contract duration is one month. The tender is issued under PPRA Rules 2014 as amended, with strict compliance to procurement procedures established by the Punjab Procurement Regulatory Authority.
Eligible bidders must possess a valid PEC licence in Category C-5 or above with mandatory allocated specialized codes CE-01, CE-10, CE-11(i) and CE-11(vii); valid Income Tax registration with Federal Board of Revenue; valid registration with Punjab Revenue Authority; average working capital equal to or more than 50% of estimated cost in the last three financial years supported by audited accounts; closing bank balance of 25% or more of estimated cost in the past three months; bank credit line facility of 25% or more of estimated cost; and completion of at least three similar projects of equal or greater value in the past five years with performance certificates. Bid security of 5% of estimated cost must be submitted digitally through the e-Procurement System.
Bidding documents are available online at the Punjab e-Procurement System portal (https://ep.punjab.gov.pk/). Contractors must register on the e-Procurement website and submit technical and financial proposals through the portal as PDF files by 25 September 2026 at 09:30 am. Technical proposals will be evaluated first, followed by opening of financial proposals for responsive bidders on the announcement of technical evaluation results. Tenders will be opened on 25 September 2026 at 10:00 am. All e-bids must include digital bid security processed through the established procedure in collaboration with Bank of Punjab. Conditional bids and bids containing corrupted files will be rejected as per Regulation-8(4) of PPRA Regulations 2024.
