For Bidders: Our Analysis PAKISTANTENDER INSIGHT

PSO is seeking quotations (not placing a firm order) for design and construction of a small industrial parking structure at its Lahore aviation facility.
The project is disaggregated into discrete items—consultancy (soil investigation, architectural and structural design), demolition, earthwork, concrete laying, and paving—suggesting PSO may award to multiple specialists or a single integrated contractor. Estimated capital value is undefined but civil quantities indicate a medium-scale facility project. Critical: all material testing (soil compaction, concrete strength) is at bidder's cost with PSO approval; site works must follow aviation-station standards. The tight quotation deadline (15 days from 7 September 2026) and emphasis on PSO engineer oversight imply a regulated, quality-critical execution environment.
Who can bid: Bidders typically must hold valid PEC (Pakistan Engineering Council) registration in appropriate category (A or above for structural consultancy; relevant category for civil works), be registered with FBR (NTN), and hold SECP or provincial chamber membership. Soil investigation requires geotechnical consulting credentials; structural design requires licensed structural engineer. For construction elements, contractors must demonstrate experience in similar industrial projects and hold current PSO vendor approval or be pre-qualified. Foreign firms must be represented by registered Pakistani agents.
