Description / Scope of Work
Bacha Khan University Charsadda invites e-bids from eligible firms and bidders for the supply, installation and commissioning of a 500 kWp on-grid solar energy system for the university in Charsadda, Khyber Pakhtunkhwa province. The project is being procured under the KPPRA Procurement Rules 2014, as amended, following a single stage two envelope procedure. The estimated project value and scope encompass design, supply of all necessary equipment, installation, testing and commissioning of the solar photovoltaic system. The contract period for completion is four months from the date of commencement.
Eligible bidders must be registered with the Pakistan Engineering Council in Category C-4 or above with a valid and updated PEC Registration Certificate bearing specialization code EE-04, EE-06, EE-11 or EE-10. Firms must also be registered with the Khyber Pakhtunkhwa Revenue Authority under the Khyber Pakhtunkhwa Finance Act 2013, hold valid and updated Federal Board of Revenue registration in both STRN and NTN, maintain registration with the Securities and Exchange Commission of Pakistan and the Alternative Energy Development Board, possess a valid ISO 9001:2015 Quality Management Certificate, and hold an Electrical License from the Electrical Inspectorate Energy and Power KPK. A bid security of 2% of the total bid cost must be submitted with the proposal.
Tender documents and RFP can be downloaded from the BACHA KHAN UNIVERSITY CHARSADDA website (https://bkuc.edu.pk/), the KPPRA website (http://www.kppra.gov.pk/kppra/) or EPAD (https://kp.eprocure.gov.pk/). Bidders shall submit their proposals in hard-copy form in sealed envelopes containing separate technical and financial bids, either by hand or through registered mail/courier, to the university address, with all pages sequentially numbered and signed. Technical bids will be opened on 24.09.2026 at 11:00 AM at the Bacha Khan University Conference Hall in Charsadda in the presence of bidders or their authorized representatives. E-Bids on EPAD must include bid security; E-Bids without bid security will not be entertained. For clarifications, bidders may submit written requests via EPAD at least three days before the submission deadline.
