Description / Scope of Work
The Inter Boards Coordination Commission (IBCC), Islamabad, invites sealed tenders from reputable IT and Software Development firms for the development and implementation of the IBCC National Ecosystem. This is a single-stage two-envelope procurement process conducted in accordance with applicable Public Procurement Regulatory Authority (PPRA) Rules. The project is located in Islamabad at the IBCC headquarters, Plot 25, Street 38, I & T Center, G-10/4. Interested bidders are required to obtain detailed tender documents including terms, conditions, specifications and quantities from the office of the Director (Admin) at the IBCC office in Islamabad before the closing date upon payment of a non-refundable tender fee of Rs. 20,000.
Eligibility for this tender is restricted to IT and Software Development firms that are registered with the Pakistan Software Export Board (PSEB), possess valid NTN/GST registration, and appear on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR). Each bid must be accompanied by bid security of PKR 1,000,000 in the form of a Call Deposit Receipt (CDR), Bank Draft, or Bank Guarantee issued by a scheduled bank. The bid security must be submitted together with the Technical Proposal envelope.
Bids are to be submitted in sealed envelopes following the two-envelope procedure. IBCC reserves the right to accept or reject any or all bids in accordance with PPRA Rules, which shall be observed in their true letter and spirit throughout the bidding process. Bidders are advised to ensure full compliance with all regulatory requirements and maintain documentation of all registrations and tax statuses.
