Description / Scope of Work

The Public Health Engineering Department (South Zone), Punjab invites electronic bids for the solarization of fourteen flood-affected rural water supply schemes located across multiple chaks and villages in Tehsil Jalalpur Pirwala, District Multan. The schemes collectively represent significant investment in renewable energy conversion for rural water infrastructure, with individual project estimated costs ranging from PKR 6,005,088 to PKR 16,492,368 and total tender value exceeding PKR 131 million. Projects are distributed across locations including Chak Nos. 80/81/82/M, Nazuk Nagar, Mouza Jambat, Khoru Wala, Chak Nos. 76/78/79/M, Chak Nos. 67/68/70/M, Chak Nos. 63/69/M, Obara Janubi, Adu Wali, Ali Pur Sadat, Juggu Wala, Chak No. 60/M, Chak Nos. 65/71/72/M, and Chak Nos. 71/72/73/74/M in Multan, with completion timelines ranging from November 2026 through February 2027.

Bidders must be registered with PPRA (Punjab Procurement Regulatory Authority) on the e-procurement portal and hold valid Pakistan Engineering Council (PEC) licensure with specific solarization code authorization. Bid security at five percent of estimated cost must be submitted through online banking via The Bank of Punjab before bid upload; the lowest evaluated bidder must deposit an additional ten percent performance guarantee in cash or bank guarantee form from a scheduled bank within fifteen days of tender opening. Contractors are required to possess original PEC licenses demonstrating solarization capability and must submit complete financial bids with fully populated DNITs and rate analyses on the approved departmental templates uploaded to the e-procurement system.

Electronic bids are submitted exclusively through the Punjab e-Procurement System (ep.punjab.gov.pk) with bid submission deadline at 12:30 PM on 26 September 2026 and opening at 1:30 PM the same day. Approved DNIT/BOQ documents and detailed bidding instructions are available through the portal; manual bids are not accepted. Bid opening occurs at the Office of the Commissioner, Multan Division, with attendance by contractor representatives permitted. All bidding follows PPRA Rules 2024 and MRS 2nd Bi-Annual rates applicable from 1 July to 31 December 2026.
