GSCWU Bahawalpur seeks a turnkey supplier for laboratory equipment worth Rs.
18.6 million. This is a single large procurement, not a recurring contract. Bidders must be tax-registered and provide 5% security (Rs. 930,550). The two-envelope process separates technical and financial evaluation; non-responsive technical bids are eliminated before financial review. The turnkey requirement implies the supplier assumes responsibility for installation and commissioning, not merely supply. The closing date is tight, allowing roughly six months from publication for bid preparation and submission.
Who can bid: Bidders must be registered with income tax and GST authorities as stated in the notice. Typically, suppliers in this category should possess valid tax clearance certificates, SECP registration (if a company), and relevant trade licenses. The notice does not explicitly state prior experience requirements, but turnkey contracts typically require demonstrated capacity in equipment supply, installation, and commissioning.
