NDMA is seeking a qualified contractor for construction of cafeteria and mosque facilities at its Islamabad headquarters.
This appears to be a substantial works contract requiring PEC registration, proven construction experience, and strong financial standing. The two-envelope procedure and extensive compliance documentation (Integrity Pact, DAAB Agreement, performance guarantees) suggest a formally structured procurement with moderate to significant contract value. Bidders should anticipate detailed technical scrutiny and capability assessment beyond price alone.
Who can bid: Bidders typically require valid PEC registration for construction works in Pakistan, NTN from FBR, and SECP registration if organized as a company. The notice requires demonstrated past construction experience, financial capacity documentation, key personnel qualifications, and clean litigation history. Non-performance on previous contracts or pending disputes may disqualify applicants.
