Description / Scope of Work
The Local Government & Rural Development Department, Government of Azad Jammu & Kashmir invites sealed bids for Operation & Maintenance of installed water filtration plants across three divisions in AJK for a period of two years. Lot-I covers 31 plants in Division Muzaffarabad with bid security Rs. 1.342 million, Lot-II comprises 56 plants in Division Poonch with bid security Rs. 2.425 million, and Lot-III includes 63 plants in Division Mirpur with bid security Rs. 2.728 million. Bidders may apply for a maximum of two lots. The procurement follows the Single Stage-Two Envelope Procedure under AJK Public Procurement Rules 2023.
Eligible bidders must be registered with Pakistan Engineering Council in Category C-4 or above with specialization code CE-09 and possess at least five years of relevant work experience. Bidders are required to demonstrate prior experience in handling operation and maintenance of community-based water filtration plants projects, with at least two projects each valued at Rs. 20 million or above. Registration with FBR or AJK CBR on the Active Tax Payer List is mandatory. Bid security must be submitted in the form of CDR or bank guarantee from a scheduled bank operating in AJK. Incomplete, conditional bids or submissions without proper bid security shall not be entertained.
Complete bidding documents including detailed terms, conditions, drawings, BOQ and O&M specifications may be purchased for a non-refundable cash fee of Rs. 5,000 from the Director General LG&RDD office during office hours from 22 September 2026 to 10 October 2026. A Pre-Bid meeting is scheduled for 28 September 2026 at 10:00 hours in the Committee room of Kashmir House Sector F-5/2, Islamabad. Bids must be submitted in two separately sealed envelopes marked Technical and Financial with a single outer envelope by 12 October 2026 at 11:30 am. Bid opening will commence immediately thereafter at the same venue. Black-listed bidders are not permitted to participate.
