Description / Scope of Work
Military Engineer Services invites pre-qualification applications from firms and contractors for eight categories of construction and installation works at naval facilities across Pakistan, including water reservoir construction in Karachi, electrical and fire safety systems installation in Islamabad, and infrastructure upgrades at Mauritius and Dockyard. The tender reference is 4000/CK, CC, CL & Isld/Lhr/E-4, issued under Clauses 13, 15 and 16 of PPRA Rules 2004. Works span multiple locations including Islamabad, Karachi, Ormara, Mauritius and Dockyard, covering electrical distribution, water supply, fire fighting systems, lighting and structural repairs.
Only firms and contractors enlisted with Military Engineer Services in category A or B, or those having equivalent experience with other government departments in similar works, are eligible to apply. Applicants must hold valid Pakistan Engineering Council registration with renewal up to 30 June 2027, possess NTN, FBR and MES registration certificates, and provide comprehensive documentation including description of similar completed works from the past five years with sponsoring agency performance reports, list of enrolled manpower with valid PEC numbers, details of tools and machinery holdings, and audited bank statements for the last two years.
Pre-qualified firms will be required to deposit bid security equal to 2% of quoted bid cost in favour of DW&CE (Navy) Islamabad as per Clause 25 of PPRA Procurement Code. Tender documents will be received at HQ DW&CE (Navy) Sector E8, Naval Complex, Islamabad by 1130 hours on 12 October 2026 and opened at 1200 hours the same date. Applications will be scrutinised and only successful pre-qualified bidders will receive tender documents. Bids will be evaluated against criteria established by HQ DW&CE (Navy), with the lowest evaluated responsive bid to be accepted.
