National Engineering Services Pakistan Limited (NESPAK) invites sealed technical and financial bids through the ePADS v2.0 e-procurement portal for geotechnical investigations and multiple civil construction works in support of the establishment of a Federal Consular (FC) Headquarters facility at Sector H-11, Islamabad. The project encompasses site investigation, soil testing, and civil construction activities required for the new diplomatic mission facility in Punjab's capital region. Bidding documents including the Invitation for Bids, Bill of Quantities, and Qualification Criteria are available for download from ePADS at www.epads.gov.pk, the NESPAK website at www.nespak.com.pk, and the PPRA portal at www.ppra.org.pk. Eligible bidders must be registered with the Income Tax and Sales Tax Departments, maintain active taxpayer status with the Federal Board of Revenue and Provincial Revenue Authority, and hold valid PEC registration in the relevant construction category. A bid security of PKR 85,000 is required, submitted before the deadline in the form of pay order or bank draft in favour of M/s NESPAK. Complete information must be furnished according to bidding document requirements. All bids inclusive of taxes must be submitted through ePADS on or before 2 October 2026 at 1400 hours. Technical bids will be opened electronically on the same day at 1430 hours, with financial bids evaluated and opened at a time and venue to be announced separately following technical evaluation. NESPAK reserves the right to reject any bid in accordance with PPRA Rule 33.
