Lahore Development Authority, UD Wing invites tenders for installation of solar LED street lights at three locations in Lahore City under reference IPL-9869. The procurement comprises three packages: Package V covering installation at LDA City (Jinnah Sector) with estimated cost PKR 388,461,387 and bid security PKR 19,422,670; Package VI also at LDA City (Jinnah Sector) with estimated cost PKR 306,708,097 and bid security PKR 15,333,482; and a third package for provision and fixing of LED solar powered street lights in Gulberg Scheme Lahore with estimated cost PKR 149,943,123 and bid security PKR 7,462,156. All works carry 06 months time limit except the Gulberg scheme which is 02 months. This tender represents significant infrastructure development in Punjab's provincial capital to modernize street lighting with renewable energy technology. Eligible contractors must hold valid PEC License in Category C-3 and above with mandatory allocated specialized codes EE11(vv), ME07(v), CE10(i). Additional eligibility requirements include valid Income Tax Registration Certificate with FBR, valid Registration Certificate with Punjab Revenue Authority (PRA), closing bank balance minimum 25 percent of estimated cost with supporting bank statements for last three months, available bank credit line facility of at least 25 percent of estimated cost, average working capital of minimum 50 percent of estimated cost in last three financial years certified by chartered accountant, and completion of at least two similar solar LED street light projects costing PKR 200 million or above within the last five years with supporting work orders and completion certificates. For joint ventures, the lead partner must meet all criteria while other partners must satisfy criteria at Sr.No.01 to Sr.No.03. Bidders must register on Punjab e-Procurement System (eP) at https://ep.punjab.gov.pk and obtain tender documents from the same portal. Technical and financial proposals must be submitted online as PDF files through the e-Procurement platform by the submission deadline of 07-10-2026 at 09:30 am. Tender opening will occur on 07-10-2026 at 10:00 am with technical proposals opened immediately and financial proposals of responsive bidders opened at notified subsequent date. A digital bid security of five percent of estimated cost must be deposited in favor of Lahore Development Authority through the e-Procurement System in collaboration with Bank of Punjab. All applicable taxes are bidder's responsibility. PPRA Rules 2014 as amended will be strictly followed in the procurement process.
