The Lahore Development Authority, UD Wing, invites sealed tenders for the installation of solar LED street lights at LDA City (Jinnah Sector) in four packages under single stage two envelope procedure. Participating contractors must be registered with the Pakistan Engineering Council in Category C-3 and above and hold a valid National Tax Number. Bidders are required to possess valid registration certificates from the Federal Board of Revenue and Punjab Revenue Authority, with a closing bank balance of at least 25 percent of the estimated cost for each package. A bank credit line limit of 25 percent estimated cost and average working capital of 50 percent over the preceding three financial years are mandatory. Firms must demonstrate prior experience by completing at least two similar solar LED street lighting projects valued at or above PKR 200 million within the last five years. Bid security of 5 percent of the estimated cost must be submitted digitally through the e-Procurement portal.
Bidding documents including technical and financial specifications are available on the Punjab e-Procurement System website (https://ep.punjab.gov.pk). Contractors must submit technical and financial proposals online by 07-10-2026 at 09:30 am, with public opening scheduled for the same day at 10:00 am. Tender documents must be signed according to general directions provided. All bids must be accompanied by digital bid security and submitted exclusively through the e-Procurement portal. The Lahore Development Authority reserves the right to reject any non-responsive bids. PPRA Rules 2014 and regulations shall be strictly applied throughout the procurement process.
