Description / Scope of Work
The Federal Government Employees Housing Authority invites sealed technical and financial proposals for the design, construction, establishment, operation, maintenance and management of a Sunday Bazar comprising 150 stalls in the Green Belt area between Sector G 12 and G 13 in Islamabad. The project shall be undertaken entirely at the bidder's own cost and risk, with FGEHA making no investment or payment for development or operation. The bazar site spans approximately 10.74 kanal for the main bazar area and 7.16 kanal for parking and support facilities. Bidders must quote a total monthly rent strictly exceeding PKR 1,200,000 (calculated on a minimum benchmark of PKR 8,000 per stall), which they will collect from individual stall occupants and remit to FGEHA. The successful bidder will be solely responsible for stall allocation, occupant management, and all operational functions.
Eligible bidders include companies, individuals, firms and consortiums or joint ventures meeting FGEHA criteria. The procurement follows the Single Stage Two Envelope Procedure under Rule 36(a) of PPRA Rules 2004. Bids are submitted through EPADS Version 1.0 and physical submission as specified. The contract term is ten years, extendable by five years subject to satisfactory performance and FGEHA's written approval. The bidder must complete construction within six months from contract signing and provide all utilities, safety infrastructure, waste management, security, fire safety and ancillary facilities as outlined in the scope of work.
