Description / Scope of Work
Peshawar Electric Supply Company (PESCO) Disposal Directorate invites electronic bids through EPADS v2.0 for the disposal of GSO material and electrical equipment on an as-is-where-is basis. The tender covers a wide range of assets from multiple 132 kV Grid Substations across Peshawar region, including KWH meters, post insulators, capacitor cells, fire extinguishers, relays, cables, panels, transformers, and miscellaneous electrical components. The bid security specified is PKR 548,526 and bids will be evaluated under a single-stage one-envelope procedure in accordance with PPRA Rules 2004 (as amended) and the Disposal of Public Assets Regulations 2024. The scope encompasses assets located at facilities including 132 KV GSS Regi Model Town Peshawar, 132 KV GSS University Peshawar, 132 KV GSS Hayat Abad 2, 132 KV GSS Jamrud, 132 KV GSS Dalazak, 132 KV GSS Peshawar Cantt, 132 KV GSS Peshawar Fort, 132 KV GSS Peshawar City, 132 KV GSS Mattani, and 132 KV GSS Industrial across the province.
All bidders must be registered with the Federal Board of Revenue (FBR) for both Income Tax and Sales Tax and must appear on the Active Taxpayer List (ATL). The bid security equal to the specified amount must be uploaded electronically on EPADS v2.0 and submitted in original form as a pay order or bank draft in favor of PESCO Sale Proceeds Account at the office of Manager (Disposal) Room No. 306, PESCO Headquarters Peshawar before the closing deadline. Bids submitted without valid bid security will be rejected as non-responsive. Quoted rates shall be exclusive of all applicable taxes, which will be payable by the successful bidder as per prevailing government rules. Only electronically submitted bids will be accepted; manual or physical bids are not permitted.
Detailed bidding documents including terms and conditions, evaluation criteria, and disposal procedures are available on EPADS v2.0 for registered bidders. Bids will be opened electronically on 22 September 2026 at 10:00 AM, with the closing date at 10:30 AM the same day, in the presence of bidders or their representatives who choose to attend. The highest evaluated responsive bid will be accepted subject to approval by competent authority. PESCO reserves the right to accept or reject any or all bids at any time prior to acceptance without assigning reason. Bidders with grievances may approach the Grievance Redressal Committee (GRC) constituted under relevant PPRA provisions. All submissions must be made through the EPADS portal within the stipulated date and time.
