Description / Scope of Work
District Council Sahiwal invites sealed bids for the procurement of civil works for Tehsil Sahiwal and Chichawatni under a Framework Contract for the financial year 2026-27. The project scope encompasses multiple lots including rehabilitation and repair of metalled roads, provision and fixing of RCC manhole covers and RDC pipe sleeves with frame, construction of RCC culverts, construction of drains with sump carriers, sewerage and desilting works, and construction of soling and re-soling with tuff tile across the district. The estimated total cost of the contract is approximately PKR 20.1 million, with individual lot values ranging from PKR 2.6 million to PKR 4.3 million. All procurement activities shall be conducted exclusively through the Punjab e-Procurement System (e-P) in accordance with PPRA Rules and guidelines, accessible via the official e-P portal.
Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category to be eligible to participate in this tender process. All bids must include requisite bid security submitted digitally through the official portal. Conditional, unsigned, incomplete, cutting, overwritten and deceitful bids shall be rejected. A performance guarantee shall be applicable as per government rules and maintained throughout the contract term. The Competent Authority reserves the right to reject any or all bids at any time prior to approval or acceptance of rates without assigning reasons.
Bidding documents are available for download from the Punjab e-Procurement Portal. Bidders shall quote their rates item-wise against each lot provided in the price schedule and upload bids electronically on the portal before the deadline of 16-10-2026 at 12:00 pm. Bids shall be opened on 16-10-2026 at 2:00 pm in the office of District Council Sahiwal in the presence of available bidders or their authorized representatives. For queries, clarifications or concerns regarding rates, specifications or quality of items, bidders may seek Engineer Discharge before the opening of bids. All successful bidders will be bound to conduct required quality control tests on their own cost, with standards approved by the Engineer Discharge and accepted and prepared by the Engineer Incharge.
