Description / Scope of Work
The Executive Engineer, 7th Buildings Division, Lahore, invites tenders for the establishment of a PFA House in Lahore under PPRA Rule 38 Single Stage Two Envelope (Technical and Financial) procurement method. The project has an estimated cost of Rs 1,671,806,000 and is located in Lahore, Punjab. Tenders are invited on item rates basis with amount and total bid cost as required in the Bill of Quantities, following the approved Detailed Estimate (DNIT). The contract period extends until 30 June 2028. This is a major infrastructure project open to contractors and firms duly enlisted or renewed with PEC for the current financial year in the relevant category and specialization code.
Prospective bidders must submit earnest money equal to 5% of the estimated cost, amounting to Rs 83,590,300, online by generating a PSID on the Punjab E-Procurement System in the form of a CDR, bank draft, or cashier's cheque of any scheduled bank. The earnest money must be submitted before the bid submission deadline. Conditional tenders and tenders not accompanied by earnest money shall be rejected. Original Bid Security Instrument must be submitted in an envelope clearly marked with the Bidding Document Number and Title before the E-bid submission deadline at the Office of Executive Engineer, 7th Buildings Division, Lahore.
Bidders must submit complete E-bids online on the Punjab e-Procurement System website at https://ep.punjab.gov.pk. The E-bid submission deadline is 07 October 2026 at 11:00 AM, with opening scheduled for 07 October 2026 at 11:30 AM. Bidding documents are immediately available after publication. Bidders are advised to upload bids well before the submission deadline rather than waiting until the last moment.
