Description / Scope of Work
This document is a standard bidding template issued by the Sindh Public Procurement Regulatory Authority (SPPRA) for use in procurement of works contracts valued up to Rs 4.0 million across Sindh province. The standard bidding document provides a model framework for admeasurement-type contracts using percentage rate or unit price approaches in a Bill of Quantities format. It establishes uniform procedures and guidelines applicable to all work procurement conducted through competitive bidding by procuring agencies in Sindh.
The document sets eligibility requirements for bidders including valid NTN registration, PEC registration where applicable, submission of turnover and experience statements, and compliance with all codal requirements specified in the Notice Inviting Tender (NIT). Bid security must be submitted in the required amount and form as specified in the NIT. All bids must be substantially responsive to tender requirements, with no conditional offers, alternative proposals, or deviations from specified works or timelines permitted. Tenders proposing alternatives shall be liable to rejection.
Bidders must obtain bidding documents as notified through the SPPRA website at www.pprasindh.gov.pk and printed media as required. Bids must be submitted by the deadline specified in the NIT; any bids received after the submission deadline shall be rejected and returned unopened. Bid opening shall follow the date and time published in the tender notice. The Procuring Agency reserves the right to reject all or any tenders as per SPP Rules 2010, and all work shall be measured using standard instruments according to established rules.
