Description / Scope of Work
The Ministry of National Health Services, Regulations & Coordination invites expressions of interest from consultancy firms to provide comprehensive fire safety, life safety and HSE audit services, along with design, bill of quantities and tender-stage engineering of corrective works. The assignment covers hospitals, primary healthcare units, medical and regulatory councils, institutes, laboratories and offices under the Ministry's administrative control located in Islamabad and Rawalpindi. The consultancy engagement encompasses five distinct components: fire fighting and fire alarm safety systems including detection, water storage, pumping, sprinklers and emergency egress solutions; biomedical equipment assessment and life-cycle planning for critical care and diagnostic equipment; HVAC systems design for healthcare occupancies including load calculations, filtration and pressure regimes; infrastructural and external works covering civil, structural and electrical services; and modular operation theatres and intensive care unit design including cleanroom systems and medical gas integration.
Eligible firms must be legal entities registered in Pakistan with valid Pakistan Engineering Council registration in relevant categories, or equivalent foreign registration with undertaking to obtain PEC registration before contract signature. Applicants must hold active National Tax Number and Sales Tax registration, be on the Active Taxpayers List, and demonstrate not less than five years of relevant professional experience with satisfactorily completed comparable assignments preferably in operational healthcare facilities. Firms must have on permanent or associate strength specialist disciplines relevant to their applied components including fire protection engineering, biomedical engineering, mechanical engineering, civil and structural engineering, electrical engineering and healthcare planning, with qualified professionals holding relevant degrees or professional certifications. Adequate financial capacity evidenced by audited accounts and turnover for the last three financial years is required. Firms must not be blacklisted or debarred by the Public Procurement Regulatory Authority, Pakistan Engineering Council, any Federal or Provincial Government department or agency, or any donor agency.
Submission of complete profiles including company incorporation documents, PEC registration certificate, tax registrations, statement of applied components, joint venture or consortium agreement if applicable, list of similar assignments completed in the last seven years with client details and completion certificates, organogram and curricula vitae of key professional staff with qualifications and registration numbers, audited financial statements for three years, and affidavit on stamp paper confirming non-blacklist status must reach the Joint Secretary (Admin) not later than 1500 hours on Monday, 5th October, 2026 by post, hand delivery, or email as single PDF file not exceeding 25 MB to js.admin@nhsrc.gov.pk. The Ministry reserves the right to evaluate profiles against stated parameters, invite qualified firms to submit technical and financial proposals, and proceed through negotiated tendering under Rule 42(d)(iii) of the Public Procurement Rules, 2004.
