Description / Scope of Work
Comsats University, Islamabad (Lahore Campus) invites bids for the repair and maintenance of a PerkinElmer FTIR Spectrometer (Spectrum II) located in the Chemical Engineering Department at the Lahore campus in Punjab. This is a non-consultancy service procurement under FY 2026-27 reserved funds. The scope encompasses maintenance and repair services to ensure the spectrometer's optimal functioning for laboratory operations. The procurement follows Single Stage-One Envelope procedure under Open Competitive Bidding using Least Cost Based Selection technique in accordance with Public Procurement Rules 2004.
Eligible bidders must be registered on EPADS v2.0 and meet all applicable requirements. All bids must be accompanied by bid security in the form of Pay Order, Banker's Cheque, Call at Deposit, Bank Guarantee, Demand Draft, or a Bid Securing Declaration on the prescribed format. The bidding document specifies detailed eligibility criteria, evaluation criteria, service specifications, and contractual terms including General Conditions of Contract and Special Conditions of Contract.
E-bidding documents are available on the e-Pak Acquisition and Disposal System (EPADS) portal at https://epads.gov.pk/opportunities/federal/procurements/137109. Bids must be submitted electronically through EPADS v2.0 on or before Tuesday, October 13, 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. Manual bid submissions are not accepted.
