Description / Scope of Work
The Capital Development Authority (CDA) invites electronic pre-qualification applications from engineering firms and contractors registered with the Pakistan Engineering Council in Category C-A and relevant specialization codes (CE-01, CE-02, CE-9, CE-10, EE-01 to EE-06, EE-11, ME-01, ME-02, ME-03, ME-04, BC-01, BC-03, BC-04) for the New Islamabad Convention, Exhibition and Expo Centre (NICEEC) project in Islamabad. The project scope comprises construction of a new convention and exhibition facility, along with upgrading, uplifting and modernization of the existing Jinnah Convention Centre. This is a significant infrastructure development for the Federal Territory, combining new construction with rehabilitation of existing facilities to create a comprehensive convention and exhibition complex.
Eligible bidders must be registered with the Pakistan Engineering Council in the specified categories and specialization codes. The pre-qualification documents, containing detailed requirements, terms and conditions, are available on the e-procurement platforms EPADS (v2.0) at www.eprocure.gov.pk and www.ppra.org.pk for download by registered bidders. Electronic proposals must be submitted through EPADS (v2.0) on or before 9 October 2026 at 11:00 am, with electronic opening scheduled for the same day at 11:30 am in the office of the undersigned. Manual bids shall not be accepted. The Authority reserves the right to reject all applications in accordance with PPRA Rules 2004.
Bid security and other conditions are detailed in the pre-qualification documents available on the e-procurement portals. Incomplete information or concealment of facts will result in disqualification of the firm or contractor. Further project information may be obtained from the Project Director during office hours. Only pre-qualified firms and contractors will be subsequently invited to submit financial bids. Notifications of the Ground Resource Committee decision are published on EPADS at www.eprocure.gov.pk and www.ppra.org.pk, with the contact address being CDA Secretariat, Block No. III, Room No. 26, Sector G-7/4, Islamabad, Ph 051-9252422.
