Description / Scope of Work
The Directorate Works & Civil Engineering (PAF) Chaklala invites sealed tenders for the provision of certain facilities across ten Pakistani Air Force (PAF) bases in Punjab. The tender is issued under PPRA Rule 13(1) of 2004 and comprises ten separate works packages valued between Rs. 15 million and Rs. 55 million, with aggregate scope exceeding Rs. 363 million. Works include facility provision at PAF Bases P, Q, R, O, L covering construction, electrical, mechanical and plumbing infrastructure. The tender is advertised in Urdu and English newspapers in Peshawar on 25 September 2026, with tender submission deadline of 13 October 2026 at HQ DW&CE (PAF) Chaklala.
Eligible bidders must be registered with Pakistan Engineering Council (PEC) in Category C-5 or above in relevant trades, with validity extending to at least June 2027. Preference is given to firms enlisted with Military Engineer Services (MES) in Category A; non-enlisted firms may bid with 2% refundable bid security. Contractors must furnish evidence of no outstanding litigation with government agencies, no adverse Directorate of Inspection and Evaluation reports, and must submit work orders, location details and satisfactory completion certificates from previous clients for projects executed in the last two years. Required documentation includes personnel list, bank statements, NTN certificate and three years of income tax returns.
Bidding documents will be made available to pre-qualified firms immediately after tender publication; suppliers may request copies subject to printing costs. Sealed tenders must be received at HQ DW&CE (PAF) Chaklala by 1130 hours on 13 October 2026 and will be opened at 1200 hours the same day. Interested parties and prospective bidders should contact CMES (PAF) Peshawar authorized representative during working hours from 0715 to 1335 hours for further technical clarification and document procurement. The Accepting Officer reserves the right to accept or reject any tender; rejected submissions will be handled as per PPRA Rules paragraph 33(1).
