Khyber Pakhtunkhwa Health Foundation invites Expressions of Interest from eligible bidders for the outsourcing of management and operations of Government General Hospital Nishtarabad, Peshawar through public-private partnership. The hospital is an 80-bed secondary healthcare facility located in a densely populated area of Peshawar and provides essential services including emergency, gynecology and obstetrics, general medicine, general surgery, pediatrics, anesthesia, radiology and diagnostic services, along with ancillary services such as mammography, physiotherapy, psychology and NCD screening. The procurement is undertaken to ensure continuity, quality, efficiency and sustainability of healthcare services. The Health Foundation mandated to promote innovative health care delivery models in the province seeks to achieve policy objectives of the Government of Khyber Pakhtunkhwa to improve service quality and coverage through various means of public-private partnership arrangements.
All bidders are required to be registered with the Khyber Pakhtunkhwa Revenue Authority. Joint Ventures and Consortia are eligible to apply subject to compliance with terms and conditions stipulated in the EOI documents. The procurement process will be conducted under the Single Stage, Two Envelope Procedure as per the KP-PPRA Act 2012 and KP-PPRA Rules 2014, wherein technical proposals will be evaluated first and only the financial proposals of technically qualified bidders will be opened. The Khyber Pakhtunkhwa Health Foundation reserves the right to reject any or all bids by assigning cogent reasons as per Rule 47 of the Khyber Pakhtunkhwa Public Procurement Regulatory Authority Rules.

A pre-bid meeting will be held on 2nd October 2026 at 2:00 PM at Khyber Pakhtunkhwa Health Foundation. EOIs submitted after the due date and time shall not be accepted.
