This is a third-call solar irrigation scheme construction with a substantial estimated cost of Rs 79.53 million, covering feasibility study and construction in Kohat.
Requires C-4+ PEC certification across multiple engineering disciplines. The recurring use of third-time bidding suggests previous rounds attracted insufficient qualified submissions or prices exceeded budget—bidders should assess whether the scope or budget constraints have shifted. All registrations must be active online across provincial and federal authorities, and electric license is mandatory. The two-stage envelope process with extended bid validity periods (to 29 October for financial opening) indicates deliberate pace for technical evaluation. Defect liability extends to two years, suggesting mechanical and electrical complexity.
Who can bid: Bidders must hold current PEC registration in category C-4 and above with specified civil, electrical, and mechanical engineering subcodes. Online active registration with Khyber Pakhtunkhwa Revenue Authority and Federal Board of Revenue (NTN, Sales Tax, Income Tax) is mandatory. Current year electric license from the Electric Inspector KP is required. Bid security of 2% estimated cost plus additional security/differential as entered in EPADS must be submitted before closing date.
