This is a large-scale recurring procurement for Phase XVII skills development training across Sindh, worth PKR 250 million.
The Board seeks multiple training providers to deliver vocational courses to youth aged 18-35 across district-wise locations. Eligibility hinges on SBTE, HEC, or equivalent affiliation; minimum PKR 0.5 million annual turnover; tax compliance; and clean blacklist status. The two-envelope procedure and tight 30-day submission window suggest a competitive process. Institutes should note that previous phases have resulted in terminations for fraudulent documentation—compliance documentation must be meticulous. This is a framework-style contract likely spanning the full financial year 2026-27.
Who can bid: Institutes must hold valid affiliation with SBTE, Sindh HEC, or equivalent authorized body; demonstrate PKR 0.5 million minimum annual turnover (audited); file active income tax returns with FBR; hold valid Sindh Revenue Board sales tax registration; and provide undertaking confirming non-blacklisting. Institutes previously blacklisted or terminated for fake certificates are excluded. Typically, training institutes in Pakistan must also hold national accreditation and maintain professional liability insurance.
