The Pakistan Software Export Board (PSEB) invites open competitive bids for the outsourcing, operation, management, maintenance and commercialization of IT Park Islamabad, a Special Technology Zone located at Kuri Road (Jinnah Avenue Extension), Zone IV, Chak Shahzad, Islamabad. The facility spans approximately 14.9 acres (720,269 square feet) with 240,000 square feet of rentable office space, housing more than 120 export-oriented firms. Key facilities include a Tier III data center, research and development and industry-academia facilities, auditorium, conference and training rooms, commercial and retail space, and basement parking. The contract is valued on a performance-based revenue-sharing model with a fixed minimum guaranteed payment of USD 2.6 million per annum, paid biannually. The operator will act as a single integrated, sole and exclusive operator with no PSEB funding or subsidy.
Eligibility requires legally registered firms or joint ventures capable of providing facility management services in Pakistan. Bidders must possess valid National Tax Numbers, active taxpayer status, valid sales tax registration, and must not be blacklisted or debarred by PPRA or any government entity. Each joint venture partner must meet these requirements individually. A litigation disclosure statement is required, though litigation alone is not disqualifying. Bid security of PKR 3,600,000 must be submitted as an irrevocable bank guarantee, pay order, or demand draft from a scheduled bank, valid for 180 days from technical proposal opening. Performance security of 2.5 percent of the contract amount is required as an irrevocable bank guarantee valid throughout mobilization and the full contract term.
Bidding documents are downloadable from the PSEB website and must be submitted electronically through EPADS 2.0 only. The submission deadline is 20 October 2026 at 03:00 PM. Late or non-EPADS bids will not be received. Technical proposals will be opened publicly on 20 October 2026 at 03:30 PM at PSEB (G) Ltd Head Office, Plot 61, 6th Floor, New State Life Tower, Adjacent Saudi Pak Tower, Blue Area, Islamabad. Financial proposals will be opened separately for only technically qualified bidders (minimum 49 out of 70 technical marks). Pre-bid meetings are scheduled for 08 October 2026 and 14 October 2026 at 03:30 PM both at PSEB Head Office and online via Zoom. Site visits are available by appointment at the bidder's cost.
