Description / Scope of Work
The Office of the Executive Engineer, Provincial Highways Division, Hyderabad invites electronic bids through the E-Pak Acquisition and Disposal System (EPADS) for the construction of interchange, interchange road and approach road at Malir Expressway, together with construction of a pre-stressed overhead bridge at Shahrae-Bhutto (Malir Expressway, 475.50 meters) and construction of road connecting Malir Expressway interchange to Education City in Hyderabad, Sindh. The estimated contract value is Rs. 3,253.273 million with a completion period of 20 months. This is a significant infrastructure development project that will enhance connectivity and traffic flow in the Hyderabad region.
Eligible bidders must hold a valid Professional Engineering Council (PEC) registration certificate dated on or after June 1, 2027, in the C-A category with specialization codes CE01, CE02, CE10, EE06, or EE11(vi) and (viii). Bidders must demonstrate experience with at least one similar project costing a minimum 80 percent of the estimated cost, or two similar projects each costing at least 50 percent of the estimated cost, duly supported by work orders and completion certificates. Additional requirements include valid ICAP-registered audit reports for the last five years, annual financial turnover not less than the project cost, bank statement for the last five years, credit line facility certificate of at least 15 percent of estimated cost, NTN certificates, SRB registration, and machinery list for road and bridge construction work. Bid security of Rs. 162.664 million (5 percent of the estimated cost) is required.

All bids must be submitted electronically through EPADS on or before October 19, 2026, by 9:30 AM and will be opened the same day by 10:00 AM. The tender fee is Rs. 5,000.
