Description / Scope of Work
The Garrison Commander Peshawar Cantonment invites applications for prequalification and issuance of tender documents for an Auctioneering Agreement to manage the sale of unserviceable QMG (Quartermaster General) furniture at Peshawar Cantonment for the fiscal years 2025/26 and 2026/27. This is a recurring two-year contract authorizing qualified auctioneers to conduct public auctions of surplus military furniture and equipment. The tender is issued under the authority of Paragraphs 187 and 188 of the QMG's Furniture Pamphlet (1960) and is open to well-reputed auctioneers and firms already borne on the approved list of GHQ QMG's Furniture Organization, as well as to new firms meeting prescribed qualification standards.
Eligible bidders must possess a valid Auctioneering License and be registered with Income Tax or Sales Tax departments, maintaining active status on the Federal Board of Revenue's Active Tax Payer list. Security deposit (refundable) is mandatory and is calculated as follows: 10% with a minimum of Rs. 25 for contracts not exceeding Rs. 10,000; 7% (minimum Rs. 1,000, maximum Rs. 2,000) for contracts up to Rs. 30,000; and 5% (minimum Rs. 2,000) for contracts exceeding Rs. 30,000, with special provisions allowing the Accepting Authority to fix a maximum of Rs. 6,000 based on potential loss or inconvenience to Government. Contractors must submit security within ten days of tender acceptance. Related parties (father and son, or other relations) may submit separate tenders but breach of this condition results in rejection and forfeiture of Earnest Money.
Complete application credentials must be submitted by 23rd October 2026 for issuance of tender documents. Only scrutinized firms with sufficient experience in furniture auction will receive tender documents. Sealed tenders must be received by 1130 hours on 23rd October 2026 and will be opened at 1200 hours the same day. The Accepting Officer reserves the right to accept or reject any tender. Contractors are invited to attend the tender opening ceremony. Applicants lacking prior approved-list status should provide documentary evidence of auctioneering competence and successful auction transactions.

Military furniture liquidation contract (2-year recurring) for Peshawar Cantonment.
Scope involves conducting public auctions of QMG surplus/unserviceable equipment. Scale appears medium—two-year tenure with tiered security deposit caps (Rs. 6,000 max) suggests established volume but not massive procurement. Critical: existing GHQ-approved auctioneers have advantage; new entrants must prove auction track record. Tight deadline (application by 23 Oct 2026, tender opening same day at 1130hrs). Related-party bidders face forfeiture risk if collusion detected. Suitable for firms with military/cantonment auction experience.
Who can bid: Must hold valid Auctioneering License and be FBR Active Tax Payer (income/sales tax registered). Bidders already on GHQ QMG Furniture Organization approved list are preferred; new firms must demonstrate prior successful auction transactions. Related parties cannot collude. Typically, SECP registration or sole proprietorship documentation is required. No specific PEC category applies (non-construction, services-based).
