Description / Scope of Work
The Provincial Highway Division Naushahro Feroze invites tenders through the e-Pak Acquisition & Disposal System (EPADS) for reconditioning of roads in various villages of UC Manahi, Kenchi Jagir and Fatto Balal, spanning 1.80 kilometres. The estimated cost of this infrastructure project is Rs. 59.964 million. The procurement is conducted in accordance with SPPRA Rules 2010 (amended to date) and is open to eligible contractors, companies, firms and interested persons holding valid Pakistan Engineering Council registration in category C-5 and above with appropriate specialization codes. Bidding documents containing all relevant information are available for download from the SPPRA portal at http://portalsindh.eprocure.gov.pk from the date of publication until the closing date of 26 October 2026.
Eligible bidders must possess valid CNIC copies of proprietors or partners, valid PEC registration valid until June 2027, active taxpayer status with Federal Board of Revenue and Sindh Revenue Board, and demonstrated experience executing similar road works during the past five years. Bidders must submit either one similar work costing minimum 80 percent of the estimated cost or two similar works each costing minimum 50 percent of estimated cost, supported by performance certificates and six coloured photographs duly attested by the executing agency. Earnest money or bid security equivalent to 5 percent of estimated cost (Rs. 2.998 million) must be provided as a call deposit issued by a scheduled bank of Pakistan, valid for 28 days beyond bid validity. A tender fee of Rs. 5,000 (non-refundable) payable as a pay order is also required.
Bids may be submitted through the E-PAD System on or before 26 October 2026 until 10:30 AM, with technical bid opening scheduled for 26 October 2026 at 11:00 AM at the office of the Executive Engineer, Provincial Highway Division Naushahro Feroze. Original pay orders for tender fee, bid security and e-stamping affidavits must be submitted in a sealed envelope by hand prior to the bidding process opening. The bid validity period is 90 days. Procurement method employed is single stage two envelope. In the event no tenders are received on the scheduled date, bids may be uploaded until 10 November 2026 at 10:30 AM with opening on the same day at 11:00 AM. If the government declares a holiday on scheduled dates, proceedings will be postponed to the next working day.
