For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender, written with AI from the official notice and checked by our quality rules — not part of the official notice. Always confirm details against the original tender document.
FGEHA seeks a single operator to design, finance, build and run an educational institute on state land in Karachi under a 20-year concession with 10% minimum revenue share.
This is a build-to-operate project requiring substantial capital investment and long-term management capability. The tight 18-month construction window and 120-day bid validity suggest FGEHA is moving quickly. Bidders must clear an 80-mark technical threshold before competing on revenue share—a filtering mechanism. No consortiums allowed; this favors established educational operators with in-house construction and institutional credentials.
Who can bid: Single legal entities only; consortiums, JVs and associations ineligible. The notice does not specify PEC category, NTN or SECP registration requirements. Typically, large-scale educational institute operators are expected to hold SECP registration, valid NTN, and demonstrated track record in school/college establishment and management in Pakistan.
