The Engineer-in-Chief Branch, Military Engineer Services (MES), GHQ Rawalpindi invites applications from pre-qualified firms and contractors for provision of consultancy services covering design and RE supervision for certain works across multiple cities including Islamabad, Rawalpindi, Lahore, Karachi, Quetta, Peshawar, Swat, Gilgit, Skardu, Sargodha, Faisalabad and Risalpur. Interested firms must submit credentials including work orders, location details, photographs of completed projects, satisfactory completion certificates from users, and evidence of prior experience in construction, electrical, mechanical, plumbing works or related services registered with the Pakistan Engineering Council. The tender is issued under PPRA Rules 2004 clauses 13, 15 and 16.
Eligible firms must be enlisted with PEC in Category C-2 and above in the relevant field with validity extending to June 2027, or preferably enlisted with MES in Category A. Non-enlisted firms may participate by providing 2% bid security as a refundable deposit. Applicants must be pre-qualified with the Engineer-in-Chief's Branch GHQ Rawalpindi, have no special DI&E reports on record, and demonstrate no outstanding DI&E recoveries. Firms shall furnish detailed personnel lists, bank statements, NTN certificates and income tax returns for the preceding three years.
Tenders will be issued exclusively to pre-qualified firms and must be received at the E-in-C's Branch GHQ Rawalpindi by 1130 hours on 10 November 2026, opening at 1200 hours on the same date. Incomplete applications will not be entertained. The Accepting Officer reserves the right to reject any or all applications under PPRA Rules 2004 paragraph 33.
