Description / Scope of Work
The Khyber Pakhtunkhwa Housing Authority (KPHA), ATI Campus University Road Peshawar, invites proposals from eligible engineering consultancy firms for vetting, review of design, and detailed construction supervision services for the Construction of Multipurpose Commercial and Residential Building at Warsak-II Peshawar. The procurement is conducted through Single Stage Two Envelope bidding procedure via the E-Pak Acquisition and Disposal System (EPADS) portal. This consultancy engagement covers design vetting and comprehensive construction supervision for a significant commercial and residential development project in Peshawar, Khyber Pakhtunkhwa.
Eligible firms must possess current registration with E-Pak Acquisition and Disposal System (EPADS), Pakistan Engineering Council for the year 2026-27, Khyber Pakhtunkhwa Revenue Authority with active status, and Federal Board of Revenue (FBR) with active NTN status. These registrations and credentials validate the firm's professional standing, financial compliance, and authorization to undertake engineering consultancy work in the province. All bidders must demonstrate technical capacity and regulatory compliance before proposal submission.
Request for Proposal documents are available for download from EPADS (kp.eprocure.gov.pk) and KPPRA (kppra.gov.pk) websites, or obtained in hard copy from the KPHA office upon cash payment of Rs. 10,000 (non-refundable). Technical and financial bids must be uploaded through EPADS before 17-11-2026 at 1100 hours. Technical proposals will be opened the same date at 1130 hours; financial proposals of qualified firms will be opened on a date to be communicated later. A pre-proposal meeting is scheduled for 05-11-2026 at 1100 hours at the KPHA office. Selection will follow the Quality Cum Cost Based Selection (QCBS) method as detailed in RFP documents.
