Description / Scope of Work
The Government of Sindh, Local Government & HTP Department has constituted a Procurement Committee for the M&E Department of Town Municipal Corporation Saddar, Karachi for the financial year 2026-27 under Rule-7 and Rule-8 of the SPPRA Rules, 2010 (Amended to date). The committee has been established with appropriate authority to manage procurement activities for the TMC Saddar M&E Department in Karachi, Sindh. The committee comprises three members: the Superintendent Engineer M&E as Chairman, the Executive Engineer (M&E) as Secretary, and an Executive Engineer (E&M) from Karachi Water & Sewerage Corporation as Member. This notification formalises the committee structure and grants it statutory powers under the Sindh Public Procurement Regulatory Authority framework.
The Procurement Committee is authorised to perform all functions as mandated under Section 7 and Section 8 of the SPPRA Rules, 2010. These functions include preparation of comprehensive bidding documents, conducting detailed technical evaluation and financial revaluation of all submitted bids, preparing formal evaluation reports in compliance with Rule-45 of SPPRA regulations, and making binding recommendations for contract award to the competent authority. The committee is also empowered to undertake any ancillary or incidental functions necessary to discharge its procurement responsibilities effectively.
Copies of this notification have been forwarded for information to the Sindh Public Procurement Regulatory Authority, the Regional Director of Local Government Karachi Division, the Chairman and Town Municipal Commissioner of TMC Saddar, all committee members, the Director of Local Fund Audit Karachi, and relevant personal staff within the Local Government & HTP Department. This constitutes formal establishment of the governance structure for all M&E procurement activities in TMC Saddar for the specified financial year.
