Description / Scope of Work
The Allama Iqbal Open University (AIOU), Islamabad, Federal Province, invites sealed bids from eligible suppliers for the procurement of medicines, laboratory kits and reagents as part of its budgeted expenditure for the financial year 2026-27. The procurement is referenced as AIOU 13/2026-27 and carries the e-PADS identifier P131965. Bidding will be conducted through the e-Pak Acquisition and Disposal System (ePADS) V2.0 platform using a single-stage, one-envelope approach with Least Cost Based Selection methodology in accordance with the Public Procurement Rules 2026. All procurement documents, containing detailed specifications, terms, conditions and technical requirements, are available for download on the ePADS portal at the web address provided in this notice.
Eligible bidders must be registered on ePADS V2.0 to participate. All bids must be accompanied by bid security in the form of a pay order, call deposit, demand draft, or alternatively a bid securing declaration in the format specified in the bidding documents. Bidders should carefully review all requirements and specifications outlined in the e-bidding documents before submission. A Grievance Redressal Committee has been constituted in terms of Rule 65 of the Public Procurement Rules 2026, with notification available on both AIOU's website and the PPRA authority website.
Electronic bids prepared according to the e-bidding document instructions must be submitted through ePADS V2.0 on or before Wednesday, 11 November 2026 at 10:30 AM (PST). Bids will be opened electronically on the same date at 11:00 AM (PST). Manual bid submission will not be accepted. Vendors not yet registered on ePADS V2.0 can register at https://vendors.epads.gov.pk/, with registration tutorials available on the platform.
