Supply of Printed A-5 Bill Forms with Data Printing and Distribution of Consumer Bills

The Water and Sanitation Agency (WASA) in Hafizabad, Punjab invites sealed electronic bids for a comprehensive contract involving the supply of printed A-5 bill forms, data printing, and subsequent distribution of consumer bills. This project requires the printing of four-color front-side and black-side back forms on imported 80-gram paper for approximately 35,000 consumers including domestic, commercial, and industrial accounts. A unique requirement of the distribution scope is the implementation of an Android-based GIS application for geo-location tagging and acknowledgment of each delivery. The estimated total cost for the one-year project, which is extendable for up to two additional years, is 9.223 million Rupees. Eligible bidders must demonstrate a minimum of two years of bill printing experience and five years of distribution experience for government organizations, along with a financial stability of at least 50 million Rupees per year. A bid security of 0.461 million Rupees is required. Technical and financial proposals must be uploaded to the E-pad system no later than 12:00 Noon on 21 May 2026.
