Description / Scope of Work
The Higher Education Department of Azad Government of the State of Jammu and Kashmir in Muzaffarabad invites sealed bids from well-reputed and registered testing service firms. The objective is to hire a professional agency to conduct recruitment examinations and tests for various regular positions ranging from BPS-07 to BPS-15. The selected firm will be responsible for the entire recruitment lifecycle, including the publication of advertisements, processing of applications, shortlisting candidates, and the secure development and printing of question papers. Additionally, the firm must manage the physical conduct of examinations at all divisional headquarters and provide comprehensive assessment and results preparation. The procurement follows the Quality and Cost Based Selection method under a Single Stage Two Envelope procedure as per AJK Public Procurement Rules 2017. Eligible firms must be listed on the Active Taxpayers List of FBR or AJ&K CBR and possess the capacity to maintain secure records for three years. Technical and financial proposals, accompanied by a bid security of 200,000 Rupees, must be submitted to the Civil Secretariat in Muzaffarabad by 11:00 AM on 22 May 2026.
