Description / Scope of Work
The Services and General Administration Department (S&GAD) of the Azad Government of the State of Jammu & Kashmir in Muzaffarabad invites sealed proposals from well-reputed public and private sector testing agencies to conduct recruitment tests for regular posts in BPS-07 to BPS-15. The scope of work includes the development of test materials, logistics for examination centers across all districts of AJ&K, and the provision of results for merit-based hiring. Eligible agencies must have a minimum of five years of experience in conducting recruitment tests for public sector organizations and must be registered with the Securities and Exchange Commission of Pakistan (SECP) if in the private sector. Bidding is conducted under the AJ&K PPRA Rules 2017 using the Single Stage Two Envelope procedure. Interested bidders must provide an affidavit confirming they are not blacklisted and demonstrate an active tax status with the Inland Revenue Department of GoAJ&K. Bidding documents can be obtained from the Secretary S&GAD office in the New Civil Secretariat upon payment of the non-refundable tender fee. All technical and financial proposals must be submitted no later than 12:00 PM on 03 June 2026, with the technical bid opening scheduled for 12:30 PM on the same day.
