Procurement of Civil Works (Single Stage One Envelope)

The Office of the Executive Engineer, Project Directorate of Commissioner Karachi, invites sealed bids for various civil works projects through the E-Pak Acquisition and Disposal System (EPADS). This procurement follows the Single Stage One Envelope method in accordance with SPPRA Rules 2010. Eligible bidders must demonstrate technical competence by providing completion certificates for similar works (one work at 80% or two works at 50% of the estimated cost) executed within the last three years, supported by photographic evidence. Mandatory requirements include a valid CNIC, Income Tax Certificate (NTN), Active GST status with FBR, and registration with the Sindh Revenue Board (SRB). A bid security of 2% of the total estimated cost in the form of a pay order or call deposit is required. All bids must be submitted electronically through the EPADS portal, and bidders must ensure all rate entries are initialed and provided in both figures and words to avoid rejection.
