Description / Scope of Work
The National Highway Authority (NHA), under the Ministry of Communications, Government of Pakistan, has issued a Request for Expressions of Interest (EOI) for the selection of consulting firms to provide Design Review and Construction Supervision services for Section 3 of the M-6 Motorway (Hyderabad-Sukkur Motorway), covering the Nawabshah to Nushera Feroz section spanning 64.61 km (Project No. 21568). The project is being financed through the OPEC Fund and involves consultancy services for design review with a tentative duration of 03 months and construction supervision for 30 months. Interested consulting firms must demonstrate relevant qualifications, experience in similar assignments, availability of appropriate skills, and submit specific information through the Expression of Interest (EOI) Template. The EOI Template and draft Terms of Reference (TOR) are available for download from the NHA website at nha.gov.pk. A Pre-Submission Meeting will be held on 14th May 2026 at 12:00 PM at NHA Auditorium, Islamabad. Expressions of Interest must be submitted in written form, by mail, or by encrypted email by 1st June 2026 at 11:30 AM Pakistan Standard Time. Consultant selection will follow the Quality and Cost Based Selection (QCBS) method as per Procedures for Procurement of Consulting Services dated July 2024.
