Description / Scope of Work
Pakistan Agricultural Storage and Services Corporation Ltd (PASSCO) has issued an Invitation to Bids (Activity Ref. No. PASSCO/Procurement/RFP/01/2026) for the hiring of a Third-Party Monitoring and Validation Firm to conduct monitoring and validation services for the sale and auction of damaged wheat amounting to 8197.989 metric tons (±15%). The procurement is being conducted under Regulation 3(b) of the Procurement of Consultancy Services Regulations 2010, using the Quality and Cost Based Selection (QCBS) method through a Single Stage Two Envelope procedure for Open Competitive Bidding. Electronic proposals are to be submitted via E-PADS 2.0 on or before 25 May 2026 at 12:30 hours and will be opened the same day at 13:00 hours. Manual bids will not be accepted. A bid security of Rs. 5,00,000 in the form of Pay Order, Demand Draft, or Banker's Cheque in favor of PASSCO from any scheduled bank in Pakistan is required along with the Technical Proposal. Personal Cheque, Call Deposit Receipt (CDR), and Security Deposit Receipt (SDR) will not be accepted. A Pre-Bid Meeting was held on Tuesday, 13 May 2026 at 12:30 hours at PASSCO Head Office, 11 Kashmir Road, Lahore. RFP documents are available on PPRA, PASSCO, and E-PADS 2.0 websites; physical purchase costs Rs. 5,000 (non-refundable) from PASSCO Head Office.
