The Pakistan Agricultural Storage & Services Corporation Limited (PASSCO) Head Office in Lahore, Punjab invites sealed electronic proposals from eligible, registered consulting firms, companies, and joint ventures. This high-value commercial opportunity is for the hiring of a third-party consultancy firm to ascertain the quality and quantity of both imported and local wheat reserves currently stored across various PASSCO zones for the year 2026. The procurement process follows the Quality and Cost Based Selection (QCBS) method under a single-stage, two-envelope bidding procedure. Participating consultants must hold active income tax, sales tax, and provincial revenue authority registrations and be listed on the FBR Active Taxpayers List. Although the bidding is conducted digitally via the E-PADS 2.0 portal, bidders must purchase the official RFP documents for 5,000 PKR in cash from the PASSCO Head Office by 01 June 2026 to remain eligible. A pre-bid clarification meeting is scheduled at the Lahore headquarters on 19 May 2026. All finalized technical and financial digital proposals must be uploaded through the EPADS gateway no later than 12:00 Hours on 02 June 2026.
