Description / Scope of Work
Pakistan Council of Research in Water Resources (PCRWR), under the Ministry of Water Resources, Government of Pakistan, invites sealed bids for general maintenance works of PCRWR Building and its associated infrastructure. The work encompasses maintenance services at the PCRWR building located at H-8/1, Khayaban-e-Johar near Edhi Homes in Islamabad, and the Research and Development Farm situated at Dar Kali Kalan, Gujjar Khan, Rawalpindi, in the Federal area. The tender is issued under PPRA Rules 2004 on an item rates basis with an estimated earnest money requirement of Rs. 1,265,657. Bidding will follow a Single Stage-One Envelope procedure with technical and financial bids evaluated together for award determination.
Eligible bidders must be registered with Income or Sales Tax departments and maintain active taxpayer status with the Federal Board of Revenue. Firms must hold valid registration with Pakistan Engineering Council in category C-4 and above with relevant codes CE-09 and CE-10. Bids must be accompanied by earnest money in the form of a demand draft or pay order made payable to the Chairman, PCRWR, Islamabad. Sealed bids without earnest money will be rejected outright. The earnest money will be forfeited if a bidder withdraws during the bid validity period, while unsuccessful bidders will have their earnest money returned after award to the successful contractor.
Bidders must submit hard copies of technical and financial bids with itemized rates for each work component. The submission deadline is 11:00 AM on 3rd June, 2026 (Wednesday), with bid opening scheduled for 11:30 AM the same day at PCRWR premises in Islamabad in the presence of bidders or their representatives. Quoted prices must be inclusive of all applicable taxes and remain valid for six months from the tender opening date.
