Description / Scope of Work
This is a revised contract form for the execution of work, updated on 16 November 2022, issued as a standardized tender document for procurement in Punjab province. The document serves as a comprehensive guide and template for government projects involving the execution of construction or related works. It contains general directions for tenderers, tender submission procedures, memorandum of work, bid schedules, and complete general conditions of contract covering definitions, interpretations, contract documents, general obligations, assignment and subletting clauses, and materials and workmanship standards. The contract form applies to works procurement where sealed bids are invited and evaluated through a formal tendering process.
Tenderers must meet specific eligibility requirements and comply with all statutory regulations and tax obligations as outlined in the general conditions. The document requires submission of earnest money as per specified amounts, provision of performance guarantees or quality assurance security upon award, and submission of a detailed programme of work if required by the Engineer-in-charge. Contractors must ensure whole-time qualified technical personnel supervise the work and maintain all materials and workmanship to approved standards and representative samples as verified by the Engineer-in-charge.
Bid documents must be obtained through official procurement channels and submitted in sealed covers by the specified closing date. The tender opening, evaluation, and award notification process follows government procurement regulations with strict confidentiality protocols. All taxes, duties, and obligations are included in the tender amount. Contractors must comply with contract agreement signing requirements and are entitled to obtain copies of the executed contract agreement at their own cost. The contract establishes the framework for inspection of work, removal of defective materials, notice requirements before covering work, and indemnity provisions for damage to persons and property.
