Description / Scope of Work
The Board of Intermediate and Secondary Education (BISE), Sahiwal, a provincial education authority in Punjab, invites sealed bids from qualified service provider firms for the hiring of skilled drivers to operate its loaded vehicles with valid Heavy Transport Vehicle (HTV) licenses. The tender is valued at Rs. 3,889,109 and encompasses the provision of professionally qualified drivers for examination-related transportation tasks across the Sahiwal region. Interested firms must submit their proposals in compliance with PPRA single stage two envelope bidding procedures through the e-Pak Acquisition and Disposal System (EPADS), with a closing date of 04 June 2026 at 11:00 AM and technical bid opening immediately thereafter at 11:30 AM.
Eligible bidders must ensure drivers meet strict criteria: young, healthy males not exceeding 50 years of age (preferably 25-40 years), holding valid HTV licenses with minimum three years driving experience, possessing at least middle school education, good night vision capability, clear medical fitness, and familiarity with local Sahiwal routes. The service provider company must supply uniforms, shoes, jackets, and caps, maintain strict SOP compliance, and guarantee driver availability without offs or holidays during examination schedules. A bid security of Rs. 194,456, equivalent to 5 percent of the estimated cost, must be submitted as a bank draft or pay order in favor of Secretary, BISE, Sahiwal.
Technical bids accompanied by required evaluation documents shall be opened on 04 June 2026, with financial proposals of technically qualified bidders examined thereafter on EPADS. Bid documents must be submitted only through the EPADS portal; hand delivery or other delivery methods are not acceptable.
