Description / Scope of Work
The Environmental Protection Agency, Planning and Development Department, Azad Jammu and Kashmir, invites sealed bids from well-reputed registered public and private sector testing agencies recognized in Pakistan and AJ&K to conduct written recruitment tests for normal pay scale positions in the BPS-07 to BPS-15 range. This procurement is issued in pursuance of the Azad Jammu and Kashmir Recruitment (Through Third Party) Act, 2021, read with the AJ&K Recruitment (Through Third Party) Rules, 2026. The successful testing agency will be responsible for conducting recruitment tests across all districts of Azad Jammu and Kashmir and arranging examination centers in identified and finalized locations as determined by the procuring agency. The scope includes managing the complete testing process for normal pay scale staff positions within the specified pay bands.
Eligibility requirements stipulate that bidding agencies must be registered with the Security Exchange Commission of Pakistan (SECP) if established in the private sector, possess a minimum of five years' experience in conducting recruitment tests for public sector organizations, maintain valid NTN and STRN certifications from the Inland Revenue Department or AJK-CBR, hold the capacity to conduct tests across all AJK districts, and provide an affidavit on stamp paper confirming non-blacklisting by any government agency. The bid must be submitted in a sealed envelope containing separate technical and financial proposals. Bid security shall be in the form of a bid securing declaration as specified in Annex-C of the RFP document. Testing fees quoted by agencies must be inclusive of all applicable taxes and shall be paid entirely by candidate applicants, remaining valid until completion of the recruitment process.
Bidding documents are available from the office of the Director General at the AKLASC Building Complex, Bank Square, Chatter Domail, Muzaffarabad, on payment of a non-refundable fee of Rs. 5000 during official working hours Monday to Friday prior to the submission deadline. Sealed bids must be received by June 15, 2026, before 12:00 PM, with technical proposals to be opened on the same date at 12:30 PM.
